A Scanner is a radio receiver that can listen to wide band of frequencies. While there are very little regulations surrounding these the two main applicable regulations are;

  1. To be classified as a Scanner they must NOT be capable of transmitting
  2. Anything that is herd or learned listening to conversations cannot be repeated
